Vientiane

This is the smallest capitol city that I've ever seen. It seems to have a bad rap amongst the tourists as having nothing to do. Granted, there aren't that many sights but I found that there were some friendly, interesting people around if you sat back and relaxed and enjoyed your surroundings.
