Washington probably has more Italian restaurants than any other kind of ethnic eatery, yet this central part of downtown has almost no Italian fare. In fact, since it opened in spring 2001, Tosca remains the standout fine ristorante italiano between Capitol Hill and the White House, a range of at least 20 blocks. Tosca's interior design of pale pastels in the thick carpeting and heavy drapes creates a hushed atmosphere, a suitable foil to the rich food.The menu, meanwhile, emphasizes the cooking of Chef Cesare Lanfranconi's native Lake Como region of Italy. A good example of a traditional pasta dish is the scapinasch, a ravioli of aged ricotta and raisins (or sometimes it's made with amaretto cookies) with butter and sage sauce. Lanfranconi's take on a rack of veal is to marinate and grill the meat, serving it with Yukon gold and roasted garlic potato purée and local asparagus timbale. Tosca has something for everyone, including simply grilled fish accompanied by organic vegetables for the health conscious, tiramisu and citrus cannoli for those with a sweet tooth. No wonder the restaurant is always full. But even when there's a crowd, Tosca doesn't get too noisy -- the restaurant's designers kept acoustics in mind.
