As the population of our urban areas continues to increase rapidly in coming years, we will simply be unable to keep up with the demand for transportation infrastructure, either physically or fiscally. To accommodate the increasing demand for travel, we must find ways to better use the infrastructure we do have and ways to change the way Ontario residents think and act regarding travel.
Transportation demand management (TDM) refers to a variety of strategies to reduce congestion, reduce reliance on the car, and achieve a more sustainable transportation system by changing how, when, where, and why people travel by:providing more travel choices, providing incentives or disincentives to travel in certain ways, or reducing the need to make a particular trip at all. These strategies can be implemented by governments, employers, schools, or community groups and encompass both incentives to choose alternatives and disincentives to driving alone.

TDM has become an increasingly important part of transportation planning in the United States, Australia, East Asia, and Europe in the past three decades. In the US and Australia, the countries most similar in transportation culture to Canada, programs that promote and implement TDM strategies receive recurring, reliable, and significant funding from the federal and state governments. Canada is behind in recognizing the importance of TDM to managing congestion and creating a more sustainable transportation system. Some municipalities have created fairly active TDM programs, but little federal or provincial funding is directed toward TDM efforts.
