I don't know about heaven, but Hangzhou is certainly the most beautiful large city in China in my view. The city has managed to keep it clean (at least around the lake), and tourist-friendly (again, around the lake). In addition, citizens of Hangzhou have a pretty lay-back attitude for life. So there are a lot of good teahouses where one can spend a whole day doing nothing and not feeling bad about it.
