“Joyce's husband works at Care International (another big NGO), and they live on the grounds of Care. They are a wonderful family, and a good example of the middle class in Dar es Salaam. The only downside is that they both work for NGOs, while (in my humble opinion) NGOs are drawing too much skilled labor away from the private sector in a booming city like Dar. ”
